Tara R. Buck, M.D. is an associate professor of Psychiatry and Oxley Chair in Child and Adolescent Psychiatric Research at the University of Oklahoma School of Community Medicine.  She completed her Bachelor of Science degree at Oral Roberts University in Tulsa prior to receiving her Doctor of Medicine degree at the University of Oklahoma.  Following completion of her medical training, she completed 3 years of training in general psychiatry at the University of Oklahoma School of Community Medicine followed by 2 years of specialty training in child and adolescent psychiatry at the University of Utah School of Medicine in Salt Lake City, Utah. She currently serves as the program director of the Child & Adolescent Psychiatry fellowship at OU-Tulsa.

Dr. Buck’s professional interests include treatment of children and families with developmental disabilities including autism spectrum disorder.  She has numerous presentations and publications in this area, including nationally and internationally.  She is the first core faculty member to expand the LEND (Leadership Education in Neurodevelopmental and other Related Disabilities) program to The University of Oklahoma-Tulsa. She has also worked at the state level to advocate for meaningful autism insurance reform and her expertise in this area has led to her being sought for public comment on issues related to child development.

Lauren Conway, DO, is an Assistant Professor with the Department of Pediatrics at The University of Oklahoma School of Community Medicine, Tulsa. Dr. Conway received her Doctorate in Osteopathic Medicine from Oklahoma State University College of Osteopathic Medicine in Tulsa in 2011.  She then completed a residency in general pediatrics, a chief residency in pediatrics, and fellowship in Child Abuse Pediatrics at the University Of Oklahoma School of Community Medicine. Dr. Conway is board certified through the American Board of Pediatrics in general pediatrics and child abuse pediatrics. Dr. Conway is the associate clerkship director for pediatrics and is the medical director of Fostering Hope, a foster care clinic.  She takes part in quality improvement and research activities involving child maltreatment and outcomes.  Dr. Conway is involved in the clinical education of learners of a multitude of backgrounds including nursing and medical students, and resident and fellow physicians.  She is a member of the American Academy of Pediatrics. Dr. Conway is a member of The University of Tulsa Department of Chemistry and Biochemistry Advisory Board and mentors undergraduate students interested in medicine.  She is a scholar member of the Ray Helfer Society, an honorary society for physicians specializing in child abuse. Dr. Conway lectures on child abuse and neglect at the local, state, and national levels.

Michael Baxter, DO, is an assistant professor with the Department of Pediatrics with the University of Oklahoma School of Community Medicine. Dr. Baxter received his Doctor of Osteopathy from Oklahoma State University College of Osteopathic Medicine in Tulsa in 2015. He then completed a general pediatric residency in 2008 then a child abuse pediatric fellowship in 2010. He is board certified by the American Board of Pediatrics in both general pediatrics and child abuse pediatrics. Dr. Baxter is the current medical director of the child abuse pediatric clinic at the Children’s Advocacy Center for Tulsa County. He is also the program director for the School of Community Medicine’s Child Abuse Pediatric fellowship. He has published research on Adverse Child Experiences & Hope as well as authored a book chapter on Child Physical Abuse. Dr. Baxter routinely lectures on child maltreatment topics at regional & international conferences. He is involved in the didactic & clinical education of nursing students, physician assistant students, & medical students from every level. He is a member of the Oklahoma Children’s Justice Act Advisory Task Force & has served on the Oklahoma Board of Child Abuse Examiners, the Tulsa Child Death Review Board, and Child Abuse Training & Coordination Council. Dr. Baxter’s clinical involvement includes the child abuse pediatric clinic, inpatient consultations for both Saint Francis Children’s Hospital & Ascension Saint John’s Hospital, and the OU-SoCM Fostering Hope Clinic at Youth Services of Tulsa.

Mary Ellen Stockett, MD, a Child Abuse Pediatrician and Assistant Professor at the University of Oklahoma Health Sciences Center Department of Pediatrics. Dr. Stockett is board-certified in Pediatrics and Child Abuse Pediatrics by the American Board of Pediatrics. She has 20 years of experience in teaching and providing clinical services to maltreated children in Florida and now in Oklahoma.

Matt Stillwell is the Administrator for Oklahoma’s Statewide computerized Sexual Assault Kit Tracking System designed to track all sexual assault kits used to collect evidence of sexual assault. Mr. Stillwell previously served as a commissioned peace officer and Criminalist with the Oklahoma State Bureau of Investigation for 25 years, where he retired as the Bureau’s Toxicology technical manager. Mr. Stillwell has made numerous presentations to professional groups and conferences in the area of forensic science and has published several peer reviewed articles on the subject of drug-facilitated sexual assault. A native of Oklahoma, Mr. Stillwell received his undergraduate degree in Chemistry from Southwestern Oklahoma State University and his graduate degrees in Forensic Toxicology and Criminal Justice from the University of Florida and University of Central Oklahoma, respectively.

Chris Leamon began his law enforcement career in Oklahoma with the Miami Police Department in 1999. In 2003, Leamon was promoted to Criminal Investigator and was assigned to Child Crimes. Leamon worked on criminal investigations and was a member of the 4-State Major Crimes Squad. In 2004, Leamon assisted with the creation of a MDT approach Child Abuse Investigative Team for Ottawa and Delaware Counties. In 2014, LEAMON joined the OSBI and was an OSBI Resident Agent for Northeast Oklahoma. In 2017, LEAMON transferred to the ICAC Unit and in 2022, Leamon became a member of the newly created OSBI Sexual Assault Unit. Leamon has completed many advanced trainings in Sexual Assaults and Crimes against Children, to include physical abuse, sexual abuse, and technology facilitated crimes. Leamon has created and facilitated many advanced law enforcement training programs and academies to help train the next generation of criminal investigators.

This presentation will outline the medical marijuana law in Oklahoma including legalization established by State Question 788 and subsequent regulation implemented by the Oklahoma Medical Marijuana and Patient Protection Act (Unity Bill). The impact of marijuana exposure on children based on literature and our own experience at Oklahoma Children’s Hospital will be presented, including prenatal exposure, accidental intoxication, and use of medical marijuana given to children. The impact of other drugs and alcohol including symptoms of intoxication, the effect of prenatal exposure, and child maltreatment consequences will be discussed.

 

Mary Ellen Stockett, MD

Mary Ellen Stockett, MD, a Child Abuse Pediatrician and Assistant Professor at the University of Oklahoma Health Sciences Center (OUHSC) Department of Pediatrics. Dr. Stockett is board-certified in Pediatrics and Child Abuse Pediatrics by the American Board of Pediatrics. She has more than 20 years of experience in teaching and providing clinical services to maltreated children in Florida and Oklahoma. Dr. Stockett has been the Chief Child Abuse Examiner for the State of Oklahoma since April 2021. She is a faculty member of the Interdisciplinary Training Program that educates law, psychology, social work, and medical students about child maltreatment. She is also involved in multidisciplinary training of individuals involved in child maltreatment assessment throughout the state of Oklahoma. Her duties at OUHSC include training medical students and residents regarding child maltreatment as well as evaluation of suspected child victims of maltreatment. These evaluations are conducted using a multidisciplinary approach with participation in the Children’s Hospital Child Protection Committee. She teaches community medical providers to complete medical evaluations of child victims of maltreatment. This training enables medical providers to have the special expertise needed to perform maltreatment evaluations that are coordinated with multidisciplinary teams in their areas.

The NEAR Science explores the Neurobiology, Epigenetics, ACEs Study and Resilience. We know that adverse childhood experiences (ACEs) can increase risks of long-term physical, emotional and social disparities, however we also know that protective factors can support children, adults and families and decrease those risks. This training explores how life experiences impact our biological nervous system. It takes a deeper dive into the ACEs Study and how to interpret the results to find best fit practices to increase the Core Protective Factors of building capabilities, increasing attachment and belonging, and fostering the growth of community, culture, and spirituality.

Jerry Root, MA, SPHR & Nicolle Moore, MS, IMFT

JERRY ROOT, MA, SPHR Director, Training & Development Psychiatry and Behavioral Science, Center for Health Sciences, Oklahoma State University. Raised in the northern plains of Oklahoma on a family-owned farm and ranch settled in the Land Run, Jerry studied psychology and sociology at the University of Central Oklahoma and attained a master’s in industrial-organizational psychology from the University of Tulsa. Over the next 20 years, Jerry assumed operational roles in human resources and training and development functions within large, medium and small organizations at corporate, regional and local locations, mostly in for-profit insurance and professional services. Recent years served to realign and solidify a purpose in the non-profit areas of local early childhood development, at-risk families, and the research and programs needed to sustainably interrupt the effects of situational and generational stress and adversity here in Oklahoma.

Nicolle Moore, MS, IMFT, is presently living in Oklahoma and working as the Infant Early Childhood Mental Health Consultant with The Parent Child Center of Tulsa. Before moving to Tulsa she led the Mental Health in Early Childhood program at Child Focus, Inc. where she was responsible for a team of therapists and consultants working in 5 counties in Southwest Ohio. In addition to that role she also worked as a Regional Master trainer under the Whole Child Matters Grant funded by the Ohio Department of Mental Health and Substance Abuse Services. At The Parent Child Center, Nicolle serves as a consultant to the Safe Babies Court Team and provides infant and early childhood mental health advocacy, professional development, and community consultation to professionals and parents. She supports the belief that all children are individuals who deserve to be loved, nurtured, and protected and parents have the knowledge and skills to do so.
